Adexen was mandated by a Maritime Company to recruit a Head of QHSE for its operations. The position is based in Port-Harcourt, Nigeria.
Responsibilities
To institute an effective Quality and HSE Management system in all Group facilities/ fleet onshore and offshore in line with ISO Standards, ISM code and OSHAS 18001.
Reporting to Top management on the performance of the QHSE Management system and any improvement required
Responsible for developing and implementing organizational QHSE programs.
Evaluate the workplace environment and develop safety management policies that identify and define safety responsibilities of all employees by conducting risk assessments to detect potential hazards.
Continually maintain an appropriate level of QHSE awareness, knowledge and preparedness across the organization.
Assist in compliance reviews, general risk assessments and other safety assessments to support Quality, Health, and Safety & Environmental management.
Ability to work with employees and achieve cultural change in the face of potential resistance.
Develop, implement, and maintain QHSE programs to ensure 100% compliance with all local, state, and federal regulations.
Administers and monitors the associated budget including allocating resources and approving expenditures.
Ensures effective communication of corporate QHSE initiatives, programs, best practices and incident learning's.
Serves as a liaison to the leadership team regarding QHSE guidance, direction, and strategies.
Directs the activities of the development and administration of policies, procedures, programs, goals and objectives, and presents them to the Managing Director or the Board as necessary.
Provides technical support and direction during QHSE regulatory inspections and external/internal audits.
Provide leadership, direction and training to Group employees fostering the development of a culture of excellence in Quality, Heath Safety and Environmental responsibility
Directing and overseeing data collection, analysis, reporting (internal and external), improvement, and follow-up activities related to the Quality Management System.
Drives the company's workplace drug and alcohol program
Directs and participates in inspections of organization facilities to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented
Manages environmental, health and safety activities that are required by regulatory bodies.
Leads the investigation of accidents and injuries; compiles and reviews accident reports; reports improvement opportunities to top management.
Desired Skills and Experience
Bachelor's degree in health, safety, and quality management or any relevant field of study from a recognised university
Minimum of 10 years related QHSE management experience
Minimum of 7 years cognate relevant work experience in the Oil and Gas Industry in a similar senior role
Knowledge of all aspects of marine safety laws, federal regulations and environmental laws.
Vast in OSHAS 18001, HSE management system and HSE procedures.
ISM Codes certification is relevant
Good knowledge of the International Maritime Organisation requirements
Vast knowledge of Industrial and Occupational safety
Team leadership abilities to keep control of all parties involved in terminal, vessels and security operations
Vast knowledge of root cause analysis, non-conformance, Corrective/Preventive Action (RCA, NCR and CAPA)
